Why would you want a 'transparent' background in a picture.
Here are 2 reasons:
1) If you want to superimpose a picture on to another picture then you don't want the background. See: www.lexlearn.co.uk/corfewithbee
2) If you want to import a picture into Scratch to use as a sprite then it looks better without the background.
You can import the picture into Scratch and then rub out the background using the sprite editor but it is much quicker and easier to use some software. Generally software to do this is quite expensive but the Online Image Editor is free and easy to use.
Simply upload your picture, click on the wizards tab and select the area to make transparent. If the background is not a solid colour you can increase the 'fuzz factor'.
There are lots of other effects to explore and utilise as well.
