Unfortunately the online version of Scratch (Scratch 2) does not work on an iPad because Flash does not work on iPads. One view on why that is the case is here.
However there are 2 ways to use Scratch on an iPad.
1) Download Pyonkee. See lexlearn.info/thread/238/scratch-on-ipad-pyonkee
2) Download a 'Flash' browser such as Puffin. This is free. When a web page that uses Flash is accessed, the page is rendered 'in the cloud' and the results are streamed to the iPad. On a single device this works very well. If your broadband access is reasonably fast then it should also work on multiple devices.
